Introduction

This report is written in the first person identity of “God,” by James Russell Sterritt, born April 20, 1943, at Hazelton BC. We use the term God with a purpose that is consistent with the goals of the Commission, intended to identify failures of duty or focus in Police Departments of the City of Vancouver and of Canada. God is a Kitksan word meaning Heart. A failing of the heart allowed these tragedies to happen and continue to happen long after the public cried out and governing institutions became aware of the extraordinary series of disappearances out of the downtown Eastside community. This infamous spot of ground has a long history of evil. God visited the place as a teen while at UBC. Only recently was a landmark of the drug and sex industry taken away when the neon sign of the Blue Eagle Cafe was removed last year.

The Human mind may well comprehend that some insidious process is underway when multiple deaths are happening around them but until the Human heart feels and registers the pain and suffering that is produced by such crimes and only when the mind can fully appreciate that actions are called for, will people become engaged and seek a way to stop the mayhem. Holocausts and Genocides suggest such habitual ignorance is to be anticipated.

Police, as an institution, were apparently reluctant to recognize the patterns or even to sample the rumours.

Reasons could be listed:

A. Police were too busy with other matters;

B. Police placed no importance on the reported victims;

C. Police were aware of the killing process but did not feel offended by it;

D. Political masters of the Police were both aware of it and willing to let it continue.

What God Observed

God had been living in Northern British Columbia in the build up to Picton's arrest. At the same time the Woodward's Squat was coming to an end. “There is no Christ there” was the thought guiding us until those two activities ended, and so God finally did return to the DTES at Christmas time in 2002. A few months later we joined the Victory Square Tent City, to find that a core body of Activists connected to Police were manipulating the media and dominating individuals within the perimeters of the Squat. Being Indian, God was invited to meetings of WAHRS (Western Aboriginal Harm Reduction Society) where we found that another Police driven agenda was in place which was designed to restrict us from any real role in the activity of the group. We recognized that this censorship was based in our own Activism in and on Kitksan land and was driven remotely by the Mayor & council of Hazelton BC.

This linkage to our own radical positions must be highlighted in this report because we intend to demonstrate that the Police in the DTES, as well as in other areas of Civic and Provincial and National political turfs, play an insidious role in persecuting and dominating individuals whose births or characters place them outside the inner echelons of society. We invite the Commissioner to review the theories of John Taylor Gatto,

in order to grasp at its deepest root the process acted out in murdering 3 Score and ten women, and today continues at God's very doorstep. Mr. Gatto says our social patterns serve to identify a privileged in-crowd that is rewarded with power over a complement of outsiders destined to serve the elite. The serial demises of women, one after another, were promoted by a deep psychological entrainment in elitism paired with the complementary and deliberate alienation of others. Police powers enforce the inequity of such culture.

Ultimately these maidens were eliminated from the world by being forced to live in a story that not only lacks a role for the Lord Jesus Christ and of Heaven, but goes further by attacking those who refuse or fail to acknowledge the violent supremacy of the guardians of the non-story of Humankind. We contend that life and reality are both inherently and critically concerned with Christ and the Cross. Since such a culture demands us to surrender ourselves to the will of Heaven, in contrast to the wiles of the world, those of us who irritate and challenge the non-believers' script face persecution and death at the hands of Nationalists, no less than did Jews under Hitler's regime.

The Police, as a complete institutional matrix, must take blame for this evil business because their oaths bind them to a duty of faith which cannot ever be ethically contradicted or abandoned because of the fact that they bear arms as a part of their offices. Being armed by State Society, Police have a special mission which bars any political or personal bias. Police are a kind of judiciary in action on the ground and no judiciary can be permitted to take the law into its own hands but must relinquish the actual execution of the law to other institutions. Society must control emotions and does so by adopting the rule of law. When a political agent uses the power of their community to advance its own interests or to impede and demote the power of individuals, the effect is more detrimental to good order than would be any open attack by alien forces. In fact, whenever a Police Officer uses his discretion against the legal rights owed to another, it is exactly as if the complete State weaponry has been directed at the ultimate victim, the class of person that is completely alienated in the process.

It is God's opinion that an evil presence was insinuated into the streets of the City when individuals gained various degrees of power based on claims that they would use their advantages to realize evolving goals based on nebulous socio-medical theories. Since a State that is less than globally based must be antagonistic to other such States, the use of force becomes justified by false claims of right.

As the DTES gained media attention out of the Squats and the mystery of disappearing women, it became possible for individuals to demand funds and support that was funnelled through “grassroots” cliques who competed among themselves for the blessing of the State. Presently there is a complex of interest groups composed of various identities from DERA, WAHRS, Womens Groups, other social species based on category of Drug or sexual Addiction, but the whole network is mothered by the Carnegie clique. The Police liaise with Carnegie and with the executives of each Society, who are vetted by a kind of decadent elite.

God's experience of this network, and of the DTES underworld culture in general, is that every single soul present in the area is informally identified by the State and in the case of more charismatic individuals, is researched by the Police and pigeon holed according to whether favoured or out of favor. God includes anecdotes below, that demonstrate how a given person would be empowered, or dis-empowered within the community, and in cases of those who would be killed, how they would come to find themselves passing through the gates of hell.

How did the process operate?

God sensed that executives within the Societies in DTES harboured the ability to cause death and God knows of several events in which it was only our intuited expectation of being in deep jeopardy, that avoided the worst possible outcome.

1. At the corner of Main and Hastings, in front of Carnegie Centre, God observed that individuals would “sign” to the Cameras and expect a police cruiser to stop and arrest us; incidents would arise involving members of the inner clique in disagreements or arguments where intellectually weaker 'rats' displayed an otherwise empty threat to us, or to others.
2. Within Carnegie Center itself an even more arrogant element operated. Made up of a combination of clean executives and former bottom feeders become Carnegie Volunteers, this highest of all the Societies provided the Mother ship of the rest. God tested this element once, by advising the desk staff that we were going to do a test. We shouted loudly, and then hesitated to see what would occur. No one asked why we had shouted and all took up hostile positions, with angry threats that the police were on the way. The Police joined the tirade when they arrived and upon recognizing the position they were in, became totally belligerent and made God leave the area or be arrested.
3. An executive of VANDU and WAHRS threw himself a tantrum and after “signing” was flabbergasted when a police cruiser did not stop at that corner and arrest God.
4. A girl from God's hometown who sells chips and other junk at that corner can be seen manipulating 'sides' in arguments and fights and then when Police arrive, pointing out to Police who she wished to 'indict'.
5. God was thrown out of meetings by force and then the Police would 'prosecute' us, for merely insisting on the right to speak in a meeting.
6. God was 'guided' to the Missing Women's Building at Hastings and Vernon Drive and lived there for 4 years until 2007. While residing there God detected that a few of the other residents were provocateurs and on more than two instances these 'insiders' presented that they had the power and ability to cause death to us, and when we survived such designs, they could be seen to be frustrated and confused by our ability to avoid their sentences.
   While residing there God had a unique experience involving Marnie Frey, one of the more known of Picton's victims. Being naturally disposed to Heaven, we listen closely to our intuition whenever prompted by TV or other media. Marnie's spirit connected with us because our Grand daughter is from Campbell River and we lived there for a time. She wanted us to phone her mother and finally convinced us to do that by saying that if we spoke to Ms Frey, we would hear the last words spoken to Marnie by her mother. We called before the trial and later saw the woman at the trial.
   When Ms. Frey came on the phone we said we called because we lived where we did, in the Missing Women Building and Marnie was coming to us.
   “Well now,” Ms Frey said, hesitating a bit and sounding serious before finishing by saying:
   “Why don't you just fuck right off!”
   It isn't difficult to imagine these words as the last ever said by the woman to her daughter.

7. God was offered a chance to earn $10 by executives of VANDU/WAHRS, and brought to inner rooms behind a storefront Service agency. Their body language and nature of the chore piqued God's suspicion when after waiting for an inconsistent term of time, he was told the job was moving a fridge on an upper floor of the same building. The oddity of why we were offered a job any one could have done, along with the tenor of the expressions, which drew a clear distinction between those who knew the job was being offered, and those who didn't, convinced God we would wind up inside the fridge if we stayed there.
8. When it happened that Police had dealings with God they made it clear to us that they consulted with the cliques of the Societies before determining their final actions. They would say “a Nisga'a knows you,” for example. The Nisga'a was President of WAHRS.
9. God occupied the Olympics Tent City on Hastings Street where a final dance ensued before we left the city and returned north. There an endless number of provocateurs manipulated the mob, while the Police openly and loudly mocked us, and we were subjected to almost daily assaults. We suffered broken ribs from thrown bricks and were hit and eventually carried out of the Squat in front of the Police.

Conclusion

It cannot be said that the Police openly promoted the killing process, or that they became active players in snuffing victims. God doesn't accuse any officer of criminal activity. What is likely is that an officer would become aware that the inner clique was prepared to initiate the final death spiral leading to the Pig Farm, and that officer would then approve the execution in vague terms that confirmed the groups right to “police” their own activity, be it a pimp wanting to increase his or her earning curve, or a Dealer wanting to terrify sub-dealers or customers. The point is that members of the community were given powers of life and death through the process, by Police whose own tendency to kill has grown in the past two decades.

The Missing Women Story belongs to the State's nationalistic creed no less than the Gas Chambers belonged to Hitler's nationalism. Nationalism, without any global parameter except a competitive agenda, is grounds for murder disguised as security and policy protection. What Bush did in Iraq Picton did in Coquitlam, content that the Police/Armies were on side with the killings, deeming themselves to be the public good.

Recommendation
The community, local and larger, must evolve beyond Nationalism to a world community consciousness based on the continuing story of Jesus Christ. No other concept or idea is capable of bringing people together in a cause that includes all people within a positive social paradigm. World and Human history is built around the Cross and our lives are designed to continue and complete the Kingdom of Heaven. Nothing else.
Individuals must not delegate their power or authority to representative agencies.
